Pending smart-CRM-sync field updates for an accord, still actionable (pending + not expired, DB-clock). Unlike agentLiveProposalsByBatch (a personal digest scoped to the stamped recipient), this is open to any seller on the accord — the accord is a shared surface, so any rep reviewing it may approve the CRM writes. RLS scopes to the workspace; buyers have no access to agent_proposal. Powers the in-accord Smart CRM Sync button.
